When the Abortion Legislation Act 2020 dissolved the Abortion Supervisory Committee, healthcare providers faced a crucial gap: no clear standards existed for abortion counselling services. The Ministry of Health needed practical guidance that would ensure equitable access, respect cultural needs, and meet the new legislative requirements—all while supporting practitioners in providing compassionate care.
Our previous work developing the Abortion Clinical Guideline gave us established relationships with key stakeholders and deep subject knowledge. When the Ministry contracted Allen + Clarke to develop the Standard for Abortion Counselling, we leveraged this experience to design a methodology that ensured comprehensive input while meeting tight timeframes.

Stakeholder engagement went beyond routine feedback collection. We facilitated focused discussions to resolve differing perspectives and the final Standard reflected collective wisdom rather than compromise.
Our work delivered a comprehensive Standard that provides practitioners with clear direction while ensuring abortion counselling services respect individual needs, cultural considerations, and legislative requirements. The Standard emphasises creating safe spaces for people to explore their emotions with counsellors who do not hold conscientious objections to abortion.
