Measuring Success: Designing a Monitoring and Evaluation Framework for Industry Transformation

The Ministry of Business, Innovation and Employment (MBIE) needed to track progress on their refreshed Industry Strategy. The strategy aimed to grow targeted sectors of the economy through Industry Transformation Plans (ITPs). These plans served as key mechanisms to build a high-value, high-wage and low-emission economy. MBIE had developed eight ITPs across diverse industries including Advanced Manufacturing, Agritech, Construction, Digital Technologies, Fisheries, Food and Beverage, Forestry and Wood Processing, and Tourism.

Allen + Clarke was commissioned to develop a Monitoring and Evaluation Framework for the Industry Transformation Programme. We provided a plan to integrate monitoring practices into MBIE's operations through defining clear roles, responsibilities and user-friendly tools. 

We designed a practical monitoring approach that unified eight diverse industry plans while reflecting their unique contexts. Our dual-purpose evaluation framework balanced immediate feedback needs with long-term impact assessment.

Barriers to measuring programme success

MBIE needed to assess the impact of their Industry Transformation Programme across eight diverse industries. By creating clear indicators and implementation guidance, MBIE could demonstrate the real-world benefits of their initiatives to New Zealand's economy and identify opportunities to improvement in this ambitious 30-year programme. 

MBIE faced three key barriers to measuring programme success:

The Difference We Made

We brought specialised knowledge that helped MBIE measure the effectiveness of this multi-faceted initiative through an understanding of monitoring complex programmes, experience in developing meaningful measures for government initiatives, and practical knowledge of implementation planning that considered MBIE's capacity and a strong background in mixed-method evaluation approaches. 

Our framework delivered three key benefits to MBIE:


  • It provided a robust system to track programme progress and demonstrate public value. MBIE immediately used it to collect baseline data, establishing a foundation for ongoing assessment. 

  • The implementation plans enabled the integration of monitoring into MBIE's regular business processes with clear guidance on roles and timelines. 

  • The framework's design allowed MBIE to identify both programme-wide trends and industry-specific insights, supporting evidence-based decision-making about future priorities.
